As a general proposition it is hardly necessary to refer
even to the fact, which is so much emphasised in the des-
patch under reply, that if the Foreign Office is asked for
its opinion as to the appointment of an Adviser to a Foreign
Government it is entitled to express that opinion in good
faith. That is what Sir Julian Pauncefote did when he
nomi na ted me to the Japanese "overnment. In view of the
depreciatory tenour of the despatch under reply I am entitled
to know what it is which has caused a different reply to be
prepared in the event of the Chinese Government asking
advice on the subject with regard to myself, and why the
Foreign Office has made sufh naste to prevent if possible my
obtaining the appointment.

Further, the despatch under reply has shifted the ground
of the opposi ti on to my appointment. Whereas in the original
despatch I seem to have been regarded for some reason best
known to the Foreign Office, as a person likely to stir up
trouble between the two Governments, & tone of depreciation
has now been adopted which I most strongly recent. On the
two Ex occasions when I had the honour to work for the
Foreign Offife that work was more than satisfactorily per-
formed; beyond that the Pecretary of State for Foreign Af-
faire knows little or nothing of my work, and he has been
contented to accept the opinion of some persons in the Office
who can be but imperfectly acquainted with my qualifications.

But the despatch under reply ignores entirely the main
ground of my protest, which is this - that the instructions
to his Majesty's Minister, although they were confidential
and were only to be acted on should occasion arise ( an
